Established by Oregon House Bill 2049 (2023), the OCCoE represents a collaborative effort among: Portland State University, Oregon State University, and University of Oregon

Our Mission

  • Collaborate: Unite world-renowned experts, industry leaders, and passionate students.

The mission is to bridge the gap between cutting-edge research and real-world applications in cybersecurity. Through collaborative educational and workforce development programs, research initiatives, industry outreach programs, and educational workshops, we aim to empower individuals, local governments, regional governments, special districts, tribal governments, educational service districts, public school districts, and other public entities with the knowledge and tools to combat cyber threats and improve their cyber resilience.

  • Oregon Public Sector Cybersecurity Summit September 24

    OCCoE Director Birol Yeşilada is helping organize the Oregon Public Sector Cybersecurity Summit on September 24, 2025. This summit brings together government leaders and IT security professionals to focus on addressing the unique cybersecurity challenges faced by the public sector.

  • Establishment of Fortinet Cybersecurity & Cyber Defense Support Fund

    PSU's Cybersecurity & Cyber Defense Policy Center, a founding member of OCCoE, received a generous gift from the owners of Fortinet, Ken Xie & Michael Xie, for K-12 cybersecurity programs, including laptops for NW Cyber Camps. Thank you Ken & Michael for your generosity and partnership!

    The University of Oregon’s TSOC offers high-quality cybersecurity services to organizations across Oregon at low or no cost while training the next generation of cybersecurity professionals.

  • Apply for our Professional Certificate in Building Cyber Resilience

    PSU offers a 12-week fully remote Professional Certificate in Building Cyber Resilience at no cost for participants in public sector organizations. Participants learn about identifying, assessing, and communicating common cyber risks, and conducting the first step in mitigating threats through a risk assessment. No technical background required!

  • Certificate in Building Cyber Resilience Graduate Symposium August 15

    OCCoE is excited to celebrate the success of our graduates from the Certificate in Building Cyber Resilience program. The symposium will include grant funded project reports, speakers from public agencies, posters from graduates, and a Backdoors and Breaches activity in the afternoon.
